AUC Celebrates Completion of Leading Change In Dynamic Organizations Program With Graduation Of Cohort 4

Cairo, December 11, 2025 - The American University in Cairo (AUC) marked the completion of the Leading Change in Dynamic Organizations program with the graduation of Cohort 4 on Sunday, November 30, 2025. Launched in January 2023, the program has now concluded its fourth and final cohort, celebrating a total of 120 graduates. Cohort 4 included 35 participants from Egypt’s legal and judicial entities, reflecting the program’s expanding role in preparing leaders to advance institutional performance and contribute to national development efforts.

The program is designed to equip government officials and leaders with the knowledge and tools to lead change, foster innovation, and implement sustainable governance practices. Delivered through a collaboration between Executive Education at the Onsi Sawiris School of Business and the School of Global Affairs and Public Policy (GAPP) Executive Education and sponsored by the National Institute for Governance and Sustainable Development (NIGSD), the initiative reinforces AUC’s commitment to supporting human capital development in alignment with Egypt’s Vision 2030.

Participants represent a broad spectrum of institutions, including ministries, judicial authorities, regulatory bodies, and public service entities such as the Administrative Prosecution Authority, Court of Cassation, Ministry of Tourism and Antiquities, Ministry of Health and Population, Ministry of Finance, Industrial Development Authority, Egyptian Drug Authority, Information and Decision Support Center, and several universities. Their shared objective is to drive positive change within their organizations while strengthening Egypt’s public sector. 

Mohamed Fahmy Menza, senior director of executive education at GAPP, emphasized that the program represents one of GAPP’s most significant interventions in the past five years. Menza highlighted its focus on equipping key personnel across a wide range of state entities with the skills to confront real-life challenges and deliver effective policy solutions. “What also distinguishes the program is the remarkable diversity of state entities that took part in the initiative, with more than 25 institutions represented with various participants, incorporating the executive and judiciary sectors,” he said. 

Throughout the program, participants engaged in a comprehensive curriculum that integrates theory with practical application, covering dynamic governance, public service value, citizen engagement, gender inclusion, revenue mobilization, and regulatory compliance. They also studied organizational culture, behavior, and change management, as well as key leadership strategies including innovation, strategic management, adaptive leadership, team management, monitoring and evaluation, and crisis management.

The program builds on the success of AUC’s Leadership for Government Excellence program, previously delivered in collaboration with the Ministry of Planning and Economic Development and King’s College London. That program earned the European Foundation for Management Development Excellence in Practice Silver Award in 2023 for its innovative model and trained 120 government personnel from 24 ministries, including 40 women. Its achievements laid the foundation for the Leading Change in Dynamic Organizations initiative, which responds to the demands of today’s fast-evolving governance landscape and reinforces the University’s role in supporting Egypt’s Administrative Reform Plan.

Mohamed AbdelSalam, executive director of executive education at the Onsi Sawiris School of Business, said the program underscores AUC’s commitment to strengthening leadership excellence and capacity building. He noted that by helping participants navigate complexity, lead change, and foster innovation, the initiative empowers them to create lasting impact within their institutions and communities. “Programs like this build on our history of success, including the award-winning Leadership for Government Excellence program, and continue to drive progress in Egypt’s public and private sectors," he concluded.
