President's Corner: Strengthening AUC’s Culture of Care and Respect

Since last autumn, we have witnessed a watershed movement combating gender harassment in the United States and around the world. Women, particularly in the entertainment and media industries, are using traditional and social media platforms to call out sexual misconduct and to change the toxic workplace cultures which permit it.  The #MeToo movement has reverberated especially on college campuses in the US and abroad, as institutions of higher education, including AUC, are not immune to these problems.  This past year, my office consulted with concerned men and women across AUC to investigate whether we are doing all we can and must do to recognize, prevent and effectively respond to sexual misconduct at AUC.  The result? No surprise: we are doing much, but must do more — starting with sustained and rigorous institutional introspection.

Hence, this message: Any AUCian who has witnessed or experienced instances of any forms of sexual abuse or any form of bullying or discrimination, or who has ideas for how to strengthen our culture of respect and dignity, has the full personal attention and support of the AUC leadership team, for timely, appropriate, and effective action.

We value and protect all community members. There can be no place among us for abusive or bullying behavior. Under both American and Egyptian law, harassment is illegal.  AUC’s own regulations reinforce and extend these legal precepts to which all of AUC must subscribe as a condition of enrollment or employment.  In addition, AUC adheres to US laws including Title IX, FERPA, the Americans with Disabilities Act (ADA), Equal Opportunity, Affirmative Action, and the Violence Against Women Act, which prescribe penalties for those who disrespect others, themselves and this University.  Even more important than avoiding penalties, however, is the positive benefit of high standards of interpersonal behavior among all on campus:  sustaining for all of us the everyday excellence of the unique AUC experience.

We have put in place the human resources to uphold these precepts, but in order for our policies to be effective, we must rely on one another to identify both individual and systemic problems without silence or fear. As the President, I urge you to report promptly any misconduct you may have experienced or witnessed — and, no less, to help commend and celebrate individuals who are positively advancing our campus culture in exemplary ways. The Equal Opportunity and Affirmative Action (EOAA) Committee, our primary resource for receiving and acting upon reports of misconduct, is comprised of both faculty and staff and protects confidentiality as dictated by law. Our acting Title IX Coordinator warmly welcomes all staff, faculty and student inquiries.

The Office of Student Well-Being constitutes another pillar of support. It offers free confidential counseling services, academic coaching as well as disability services. Experienced and qualified mental health professionals are ready to assist any student concerned about such matters as bullying, depression, anxiety, sexual assault or any other complaint. In addition, students facing academic probation or students needing assistance with study skills can benefit from academic coaching to ensure a fruitful learning experience. The Office also facilitates accommodations tailored for students with disabilities to meet their individual needs.  The common aim for all of these approaches — counseling services, reporting portals, advertising our policies and the availability of resources — is to strengthen the community culture of mutual respect and care we all must continually strengthen and uphold. 

 

 

ترسيخ ثقافة الاهتمام والاحترام بالجامعة الأمريكية بالقاهرة

لقد شهدنا منذ الخريف الماضي ظهور حركة واسعة النطاق في مجال محاربة التحرش الجنسي في الولايات المتحدة الأمريكية وحول العالم، حيث بادرت النساء، خاصة في مجال الإعلام، إلى استخدام وسائل الإعلام التقليدية ووسائل التواصل الاجتماعي للتنبيه ضد السلوك الجنسي غير المقبول وللدعوة إلى تغيير الثقافات غير الصحية الموجودة داخل أماكن العمل والتي تسمح بحدوث مثل هذا السلوك. كما كان لحركة #MeToo أصداء كبيرة داخل الكثير من الجامعات في الولايات المتحدة الأمريكية وخارجها، إذ أن مؤسسات التعليم العالي، ومنها الجامعة الأمريكية بالقاهرة، تواجه مثل هذه النوعية من المشاكل. وقد قام مكتبي، أثناء العام الماضي، بالتشاور مع المهتمين بهذا الأمر بالجامعة من الجنسين للتأكد من أننا نقوم بكل ما يمكننا وكل ما يجب علينا القيام به للكشف عن ومنع ومواجهة سلوك التحرش بالجامعة. والنتيجة لم تكن مفاجأة: نحن نقوم بالكثير ولكن علينا أن نقوم بالمزيد بدءً من إجراء استقصاء مؤسسي مستدام ودقيق.

ومن ثم جاءت الرسالة التالية: إن أي فرد من أفراد مجتمع الجامعة شهد أو تعرض لأي شكل من أشكال الإيذاء الجنسي أو لأي شكل من أشكال العنف أو التمييز، وكذلك أي فرد لديه أفكار عن كيفية دعم ثقافة الاحترام والحفاظ على الكرامة، سيلقى كل الاهتمام والدعم من قبل فريق قيادة الجامعة والذي سيقوم باتخاذ أي إجراء مطلوب اتخاذه بشكل فعال ومناسب وسريع.

يحظى جميع أفراد مجتمع الجامعة بكل التقدير والرعاية منا، فلا مجال هنا بالجامعة لحدوث أي سلوك عدواني أو مؤذي. فالتحرش سلوك غير قانوني، بمقتضى القوانين المصرية والأمريكية. كما أن قواعد الجامعة الأمريكية بالقاهرة تدعم هذه المبادئ القانونية وتؤكد عليها وذلك في مبادئ سلوك الجامعة والتي يلتزم بها جميع أعضاء مجتمع الجامعة لدى انضمامهم كطلاب أو موظفين. بالإضافة الى ذلك، فإن سياسات الجامعة المرتبطة بهذا الأمر والتي تأتي في إطار قوانين الولايات المتحدة مثلTitle IX ، وقوانينFERPA ، وقوانينThe American with Disabilities Act (ADA) ، وقوانين Equal Opportunity, Affirmative Action, and the Violence Against Women Act جميعها تفرض عقوبات على من لا يحافظون على احترامهم للآخرين أو لأنفسهم أو للجامعة. وما نراه أهم من تجنب العقوبات هو المردود الإيجابي لوجود معايير عالية المستوى للسلوك المتبادل المتوقع بين الجميع في حرم الجامعة، وهو ما يضمن لنا جميعاً استمرار تميز التجربة التي نحياها يومياً كأعضاء في مجتمع الجامعة الأمريكية بالقاهرة.

لقد وكلنا قسم الموارد البشرية لمراعاة هذه القواعد إلا أنه يجب أن نعتمد على بعضنا البعض للوقوف على أي مشكلات سواءً كانت مشكلات فردية أو مشكلات في النظام ذاته وذلك دون أي صمت أو خوف. ومن موقعي كرئيس الجامعة، أدعوكم جميعاً للإبلاغ فوراً عن أي سوء سلوك قد تتعرضون له أو تشهدونه وبالمثل أن تسهموا في الإحتفاء بأي فرد يقوم بشكل إيجابي بدعم ثقافة الجامعة في هذا الصدد بصورة مشرفة. إن لجنة تكافؤ الفرص والفعل الإيجابي، والتي تعد الجهة الرئيسية لاستقبال والتعامل مع بلاغات سوء السلوك، تقوم بحماية السرية بشكل كامل. كما أن كاثلين أونيل منسقTitle IX  ترحب بكل العاملين وأعضاء هيئة التدريس والطلاب للتواصل معها حول كافة التساؤلات على البريد الإلكتروني koneill2@aucegypt.edu.

كما يعد مكتب دعم الطلاب أحد عوامل الدعم الأخرى، حيث يقدم الاستشارات المجانية للطلاب مع مراعاة السرية التامة، والإرشاد الأكاديمي، وخدمات للطلاب ذوي الاحتياجات الخاصة. كما أن متخصصي الصحة النفسية ذوي الخبرة والكفاءة العالية على أتم استعداد لتقديم المساعدة لأي طالب تشغله أمور مثل التعرض للعنف، والإكتئاب، والقلق، والإيذاء الجنسي، وأي شكوى أخرى. بالإضافة إلى أن أي طالب يحصل على إنذار أكاديمي أو يحتاج للمساعدة في تحسين المهارات الدراسية يمكنه أن يستفيد من خدمات الإرشاد الأكاديمي للحصول على تجربة تعليمية مثمرة. ويقوم مكتب دعم الطلاب أيضٌاً بتوفير خدمات وتسهيلات مصممّة خصيصاً للطلاب ذوي الاحتياجات الخاصة لتلبية متطلباتهم الفردية. يتمثل الهدف الرئيسي من تلك الجهود - والتي تشمل خدمات الاستشارات وتوفير وسائل للإبلاغ عن المضايقات، والإعلان عن السياسات، وتوافر الموارد المتاحة - دعم ثقافة الجامعة الرامية الى الاهتمام والاحترام المتبادل والتي يجب أن نعمل جميعاً على تبنيها ودعمها.
