Policy
Any survey carried out in Egypt requires prior approval by the Egyptian government. The American University in Cairo complies with the regulations of the Egyptian Government’s Central Agency for Public Mobilization and Statistics (CAPMAS). CAPMAS Regulations require entities in the government, public or private sector, to request CAPMAS written approval prior to carrying out any survey.
AUC Procedures for Requesting CAPMAS Permit
• For externally sponsored programs
When a new grant is accepted by the University, OSP distributes a document titled “Award Summary”.
The Award Summary shall flag the requirement for CAPMAS approval and shall serve as proof that the project and survey have been approved by the Provost.
Following receipt of the award summary, the Principal Investigator (PI) shall prepare the CAPMAS Application Package described below plus a copy of the project’s Award Summary, and shall submit all to the Office of the University Counselor for submission on behalf of the University to CAPMAS.
OSP shall block expenses on the grant until it receives a copy of CAPMAS permit from the Office of the University Counselor. The PI is responsible for follow up on the CAPMAS approval with the Office of the University Counselor.
Communication and follow up with CAPMAS shall be the responsibility of the Office of the University Counselor. Records of CAPMAS requests and approvals shall be kept at the Office of the University Counselor.
• For a non-sponsored program
Research projects that are not externally funded must be approved by the university. The PI shall prepare the CAPMAS Application Package described below and shall submit all for approval to Chair, Dean, and the Associate Vice Provost for Research (AVP). The AVP shall submit the package to the Office of the University Counselor for submission on behalf of the University to CAPMAS.
Communication and follow up with CAPMAS shall be the responsibility of the Office of the University Counselor. Records of CAPMAS requests and approvals shall be kept at the Office of the University Counselor.
