Director, HR Operations/ Employee Shared Service Center, Human Resources Office (50031121)

Reports to: AVP for Human Resources


Purpose: Lead, establish and manage the HR Operations/ Employee Shared Service Center taking primary responsibility for the execution of Staff Affairs, Compensation and Benefits, Faculty Affairs, government relations, on/off boarding, payroll input and automation of business workflow where possible in close liaison with Human Resources Business Partners and HR Center of Excellence.


Principal Accountabilities:

  • Establish and manage the HR Operations/ Employee Shared Service Center in alignment with the Human Resources strategic initiatives covering the following functions:


    • Staff Affairs: Manage Staff Affairs and the execution of all employee transactions, employment procedures and statistical reports. Manage staff contract and service level agreement accounts. Manage employee relations and disputes and act as a main point of contact in resolving issues and disputes that arise during the course of employment in consultation with the relevant stakeholders. Ensure that all employees related disputes are amicably resolved through genuine efforts and discussion without going into litigation process. Manage syndicate relations
    • Compensation: Implement approved compensation plans and programs. Assures thorough audits and reports to be consistent with the university policies and government regulations
    • Benefits: Manage the administration and implementation of different benefit plans, through maintaining consistency and service excellence, as well as setting a system of monitoring and coordinating different costs, payments schedule and refund in compliance with the HR policies and procedures
    • Faculty Affairs: Manage Faculty Affairs and the execution of all faculty transactions, employment procedures, home leave, schooling etc… and statistical reports
    • Government Relations: Manage HR governmental relations, review and implement an efficient “employee labor relations” process
    • On/off boarding: Actively engage in employee on/off operational boarding processes to streamline employee entry and exit
  • Integrate HR different functions across employee services to provide a streamlined approach of shared services to all employees
  • Instill, live and focus on customer service oriented execution of all HR related tasks to underpin the HR vision of becoming an employer of choice
  • In coordination with HRIS, consolidate all payroll actions across different HR functions and ensure the validation and consolidation of data in compliance with the University’s policies and procedures
  • Support HR Business Partners in all operational HR processes by computing relevant data and proposing effective solutions under the premises of decreasing bureaucracy, increasing business efficiencies and productivity and achieving most economical results for the university
  • Active support in project delivery and implementation with respect to all HR related systems and any other HR initiated project interfacing with related departments
  • Focus on the quality and efficient delivery of every operational service provided
  • Partner with HRIS to leverage the return on technological capabilities
  • Perform other related duties as assigned



            Minimum education requirement:

  • University degree in a relevant field
  • Professional qualification in Human Resources
  • MBA is an asset


  • A minimum of 20 years of experience in a multi-cultural environment with particular emphasis on Human Resources practices and applications
  • A minimum of seven years in a leadership role


  • Solid understanding of Egyptian Labor law
  • Preferably familiarity with US labor law
  • Excellent interpersonal, communication and management skills and demonstrated ability to take initiative and independent judgments
  • Strong business knowledge and judgment, connecting human resources practices with units’ objectives and needs
  • Positively influence others to achieve results that are in the best interest of the university
  • Proven ability to provide advice and counsel across a complex environment
  • Strong commitment to providing excellent service, ability to be flexible in a constantly changing environment, high standards for accuracy and attention to detail, and sensitivity to confidential information
  • Demonstrated commitment to building and sustaining relationships at all levels of the University
  • Set priorities, develop a work schedule, monitor progress towards goals, and track details, data, information and activities
  • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem
