Chief of Party (COP)

Purpose: The overall goal of the activity is to help Egypt’s development through creating a cadre of change agents and problem solvers who have an understanding, experience, and appreciation of the development and democratic processes and values. The activity will also nurture the students’ leadership, cognitive and social skills to contribute to their holistic character development as employable individuals, change agents, and future leaders. Specifically, by conducting five recruitment cycles, this nationwide activity should award a minimum of 700 full-tuition scholarships to students with high financial need. For each cohort, the applicant will seek to achieve a gender balance with at least 50 percent of scholarship recipients being female and attract at least 10 percent scholarship recipients with disabilities (recommended 15 percent).

Principal Accountabilities:

  • Responsible for the overall management of this scholarship activity, ensuring the achievement of results and objectives
  • He/she will serve as the primary liaison to USAID on all activity matters, and provide overall technical, management, and financial oversight
  • He/she will provide leadership and direction for the activity
  • Ensure effective activity management; set a clear strategic vision; oversee fiscal and procurement integrity
  • Ensure high quality and timely submission of deliverables; and ensure harmonious coordination with USAID/Egypt, the Government of Egypt, other donors, and partner organizations/universities
  • He/she will ensure compliance with USAID and USG rules and regulations

Requirements:

Minimum Education Requirement:  

  • A master’s degree in public policy, education, international development or a relevant field from an internationally recognized university;

Experience:

  • A minimum of ten years of professional experience in the successful implementation of international development programs

Skills:

  • Proven leadership in the administration of similar-sized international donor technical assistance projects
  • The ability to participate in all representation and technical meetings in English
  • USAID experience required; prior USAID COP or DCOP experience preferred
  • Strong multi-cultural, inter-personal, and supervision skills
  • Demonstrated experience managing successful, multi-sectoral donor-funded projects
  • Experience working on the development of scholarship programs in Egypt is highly desirable
  • Fluency in English and Arabic with excellent written and oral communication skills
