Manager, Administration and Finance, Tahrir Cultural Center (TCC) (50031402) FOR INTERNAL CANDIDATES ONLY

Reports to: Director, Tahrir Cultural Center

Purpose: The holder of this position will be responsible for managing all financial and administrative aspects of the Tahrir Cultural Center (TCC), including budgeting aspects and human resource management. The position acts as a central liaison between AUC administration offices and the TCC. 

 

Principal Accountabilities:

I- BUDGET AND FINANCE:

  • Prepare and revise cost plans in line with work plans and financial rules and regulations and ensure that costs are reasonably estimated

  • Prepare quarterly requests for funds and monitor obligations and expenditures against financial authorizations in line with approved cost plans

  • Manage the gift reporting process to the donor internally and in coordination with relevant AUC offices

  • Provide guidance to functional units on financial accountability within program responsibilities and on the effective use of program resources

  • Coordinate the production of financial reports for the donor

  • Acts as a certifying officer under financial rules to ensure that proposed obligations and expenditures are in accordance with budgets and established regulations and rule

  • Ensure proper management of center assets, including inventory, physical verification of assets and disposal of assets

  • Work closely with Office of Budget and Financial Planning on reconciliations, financial reports and day to day financial transactions

  • Provide information needed to respond to audit observations/findings

  • Oversee the financial function of the organization which includes a number of different and diverse operations and interrelated accounts of the financial system

  • Prepare, track and ensure compliance with the TCC's annual budget

  • Develop budgets for new activities/events in close coordination with the TCC Director

  • Prepare and share quarterly gift spending status reports

  • Responsible for the budgeting and financial monitoring of all events that the center organizes

  • Responsible for the financial oversight of all consultant hired to implement project activities and to ensure it is in-line with donor requirements

  • Develop a yearly work plan for the staff in the context of the TCC and AUC strategic plan

  • Prepare periodic financial reports for the annual advisory board meeting as needed

  • Provide guidance and leadership to junior staff

II. GENERAL ADMINISTRATION:

  • Continuously monitor the administrative aspects of staff members (attendance, leaves, contracts, requests)

  • In collaboration with the HR office, coordinate actions related to recruitment and administration of center staff and consultants

  • Manage the center's operations with the support of the administration team

  • Manage the administrative team to deliver timely day to day financial transactions for the center including payment requests, consulting contracts, purchase requisitions, and travel authorizations

  • Draft, update and implement office policies and procedures

  • Suggest improvement and enhancement to existing policies and procedures

  • Provide orientation to new staff and advice for staff members on internal policy and AUC regulations

  • Work with the director on plans and resources for continual staff development at the center

 

Requirements:

Minimum Education Requirement:  Bachelor degree in business administration/accounting, economics, public administration, or related fields

Experience:

  • Minimum 10 years of organizational work experience in a relevant field, including five years in related fields in a managerial role

  • Experience donor compliance, monitoring as well as developing budgets

  • Experience with non-profit, international development environment is an asset

Skills:

  • Excellent computer skills, in particular, MS Office

  • Strong analytical skills and expertise in conducting financial analysis

  • Understanding of sound internal controls and accounting procedures

  • Ability to respond to tight deadlines and changing priorities

  • Fluency in English (verbal and written)
